Introduction to PHIL

Public Health Information Links for Nevada (PHIL) is funded by the National Library of Medicine through the Pacific Southwest Regional Medical Library at UCLA, under Purchase Order #5415-G-9B43700.  The Savitt Medical Library at the University of Nevada, Reno is conducting the project.  The newsletter below was released in Spring 1999 to introduce PHIL to the public.

 

Do You Know P.H.I.L.?

The Savitt Medical Library at the University of Nevada School of Medicine has received funding from the National Library of Medicine, through a two year contract with the Pacific Southwest Regional Medical Library at UCLA, to complete a comprehensive statewide outreach effort for Nevada’s public health professionals. The awarding of this project, entitled Public Health Information Link for Nevada (P.H.I.L.), was first announced at the NPHA/NEHA annual meeting in Reno on October 21, 1998.

P.H.I.L. targets public health professionals working for the two county health departments, the Nevada State Health Division, the Nevada State Health Laboratory, the Nevada Rural Health Centers, Inc., and the U. S. Indian Health Service.

P.H.I.L.’s goals are:

  • Provide training for public health professionals in searching the Internet, the MEDLINE database PubMed, and other NLM databases. Training will be given throughout the state over the next two years. Many sessions will be hands on in computer labs. Follow up training using video conferencing will be tested in year two.
  • Develop a public health information website with input by representatives from the Nevada Public Health Association, the Nevada Environmental Health Association, and Nevada’s public health agencies. This site will be located on the medical library’s web server. It will seek to centralize access to relevant sources in support of the information needs of Nevada’s public health professionals. Efforts will be made to identify, digitize, and make available on the web site unpublished "gray" literature and data generated by public health agencies in Nevada.
  • Establish site coordinators with all participating public health agencies and professional associations to help coordinate efforts of publicity, training, web development and technology consultation.
  • Promote awareness of the project and the public health information resources by creating the web site, writing articles for newsletters and newspapers, exhibiting or presenting sessions at state and regional meetings, and submitting papers for publication.

Project coordinators Joan Zenan, Terry Henner, and Patricia Charles, conducted focus group sessions with staff from the Clark County Health Department, the Washoe County District Health Department, the Nevada State Health Division, the Nevada State Health Laboratory, and the U.S. Indian Health Service, in December 1998, and January and February 1999. They are now analyzing the information gathered from the focus groups in order to plan a comprehensive and focused series of training sessions. A report on the focus group process and the analysis of the information needs of Nevada’s public health professionals will be distributed to the site contact at each agency in April.  Training and initial website planning will begin in late April and early May.
